MINUTES OF THE SEMI-ANNUAL MEETING

 

April 15, 2010

CALL TO ORDER

Chairman Larry Holmgren called the meeting to order at 9:00 AM at Seven Feathers Resort Casino in Canyonville, OR.

MINUTES OF THE October 1, 2009 SEMI-ANNUAL MEETING:

The minutes of the October 1, 2009 semi-annual meeting were approved as mailed.

 

SCALING PRACTICES COMMITTEE REPORT:

Chairman Tom St. Laurent reviewed the results from the March 18, 2010 Log Rollout and Scaling Practices Committee Meeting.  Tom reported a log rollout was held at Cascade Hardwoods in Chehalis, Washington to ensure the Bureaus were consistent in taking defect deductions.  The main issue that surfaced was the identification of black knots and the deduction for those black knots.  Deductions made for knots that were grown over and appeared as a bump were the main area of discrepancy.

 

Red heart stain in alder was discussed and the consensus was a downgrade to  #5.  Processor damage was also discussed but deduction for the visible damage was limited as it was outside the scaling cylinder.

 

The defect summary for those who scaled the logs was:

 

Skid #1            High     22.5%              Skid #2            High     20.1%

                        Low     12.2%                                      Low     12.2%

                        Avg      17.3%                                      Avg      15.8%

 

Some only reported defect as a total for both skids:

 

Total                High     17.1%

                        Low     10.0%

                        Avg      14.4%

 

Tom indicated further study was warranted for alder and that another log rollout would be scheduled with a possible mill study.

 

Tom reported on the discussion for a definition of redirect which was requested by the BLM.  Tom said he would present the Scaling Practices Committee definition recommendation under the next agenda item, Rule Change Request.

 

 

 

RULE CHANGE REQUEST:

Tom St. Laurent read the Scaling Practices Committee recommendation for the definition of “Redirect” to be included in the Official Rules Book.  After some discussion and modification the following definition was submitted for a first of two votes before the Northwest Log Rules Advisory Group:

 

“Redirect is changing the direction of the scaling cylinder allowing for a minimum 8’ standard and better lumber recovery.  Scaling cylinder alignment shall be positioned within the log and/or the scaling cylinder length shall be adjusted so the maximum recovery can be achieved.  A minimum of 1’ deduction will be made for each change of direction.”

 

A motion was made, seconded and approved to include the above in the definition section of the Official Rules Book.  A second vote is required for any changes to the Official Rules Book, which will be taken at the Fall 2010 NWLRAG meeting.

  

NOMINATING COMMITTEE REPORT:

Bob Guy, Chairman of the Nominating Committee recommended the following be nominated as officers for the next term:

Secretary:                     Jerry Ashby

 

A motion was made, seconded and carried, approving the above officers for the next term.

 

Chairman Larry Holmgren thanked the Nominating Committee for preparing the list of candidates.

 

OTHER BUSINESS:

Chairman Holmgren requested input on the location for the next meeting as some have inquired about changing the venue and possibly returning one of the two semi-annual meetings to Reno.  No opposition was voiced.  The Forest Service indicated there travel budget would likely prevent them from attending.

 

A suggestion was made to have reception the night before the meeting but not have a dinner as has been done in the past.

 

TIME AND PLACE OF THE NEXT MEETING:

Southern Oregon Log Scaling and Grading Bureau will host the Fall semi-annual meeting and will determine the date and location at a later time based on input from the above discussion.
