CALL TO ORDER

Chairman Larry Holmgren called the meeting to order at 9:05 AM at Seven Feathers Resort Casino in Canyonville, OR.

MINUTES OF THE APRIL 9, 2008 SEMI-ANNUAL MEETING:

The minutes of the April 9, 2009 semi-annual meeting were approved as mailed.

 

COMMITTEE REPORT:

Chairman Tom St. Laurent reviewed the results from the September 9, 2009 log rollout at Simpson’s log yard in Longview, WA.  A total of 53 Douglas fir logs were presented ranging in diameters from 5 to 13 inches.  The purpose was to gain a better understanding of defect in small logs related to knot clusters, spike knots, sweep, and crook.  The School Solution for the 53 logs was a gross volume of 2,740 board feet with a net of 2,400 board feet, resulting in a defect of 12.4%.  Simpson had placed 8 foot 2X4 lumber next to some of the logs to help show the lumber defect as it relates to the logs.  Tom indicated there was consistency in deductions taken among the Bureaus and agencies scaling to determine the school solution and no rule changes were recommended.  He did comment that other industry participants tended to have higher deductions than the school solution.

 

Tom said other terms for crooks surfaced in the discussion as “speed wobble” and “spawning salmon”, referencing the several changes in log direction within one log.

 

Tom also referenced a mill study done by Simpson in July to determine the lumber recovery from similar type logs.  The scaling diameter was painted on the end of the logs and recovered lumber was tallied if it had 50% or more paint on the end.  The log scale defect averaged 25.8% and the lumber recovery through the mill yielded a 33% defect.

Bob Anderson with Green Diamond/NORCAL, who was not present, and Dick Smith, Consultant/SOLSB are retiring and were recognized for their contributions to the Northwest Log Rules.

 

Tom reported that new scale books have been ordered by each of the Bureaus.  The only change made to the books is the addition of the Copyright for the books.  Northwest Log Rules received an approved Copyright from the U.S. Copyright office in March of 2007.

 

 

RULE CHANGE REQUEST:

There were no rule changes recommended.

 

  

APPOINTING OF NOMINATING COMMITTEE:

Larry Holmgren appointed Bob Guy as chairman of the nominating committee. Robbie Robinson and Morris Vandeventer agreed to assist on the committee.

 

OTHER BUSINESS:

 

Steve Hagen from the BLM raised the question if the word “redirect” was referenced in the scale books.  While the word “redirect” is not specifically used, a comment was made that scaling for eight foot lumber recovery in logs implies a scaling cylinder “redirect”.  Pages 59 and 60 in the Supplement to Official Log Scaling and Grading Rules references this scaling practice.  The USFS indicated the word “redirect” is used in the USFS Supplement.

 

Steve also asked what scaling Bureaus were using David Dean’s software.  He was concerned that a higher board foot deduction was being taken on 6” eastside logs.  A suggestion was made that Region 1 may be programmed in the handheld.

 

Terry Pelt with Simpson brought to the attention of the Northwest Log Rules that the State of Washington Department of Natural Resources had made a decision to approve a one-person, for-profit scaling company as an approved Third Party Scaling Organization (TPSO).  He wanted Northwest Log Rules to be aware of this decision and expressed his concern about this type of company’s ability to perform as an approved TPSO.

Northern California Log Scaling and Grading Bureau will host the next semi-annual meeting on April 8, 2010, at Seven Feathers Resort Casino in Canyonville, OR.
